SINGING CEREMONY MEMORANDUM OF UNDERSTANDING (MOU) Between THE MINISTRY OF EDUCATION, YOUTH AND SPORT and METFONE On "METFONE INTERNET IN SCHOOLN AND SCHOL ARSHIP PROGRAM"

- 5 millions USD for the internet in school and scholarship program sponsored by Metfone.

- Hand over phase 1 with 334 broadband internet connections for schools, departments and computers for learning, teaching, managing and e-education purpose of Cambodia.

Phnom Penh, 29th December 2009, the Ministry of Education, Youth and Sport (MoEYS) and Metfone leaders sign the memorandum of understanding (MOU) on "Metfone Internet in School and Scholarship Program" valued up to US$ 5 million. The MoU will be signed by H.E. Im Sethy - The Minister of MoEYS and Mr. Nguyen Duy Tho -Metfone's Director, under the witness by relevant officials and the media. Under such MOU, in 7 years from 2009 -2015, Metfone shall provide internet connections and related equipments for free to all public schools, education centers, universities, colleges and MoEYS's offices in Cambodia, totaling up to estimated 2,000 points. The program will be deployed in 3 phases as below:

  • Phase 1 - Year 2009: internet connections for 300 schools, and 24 municipal and provincial departments of MoEYS, with 334 sets of desktop computers connected internet and 10 points of Virtual Private Network (VPN) for MoEYS offices in Phnom Penh.
  • Phase 2: From 2010 -2012: internet connections for 500 schools that have electricity and 193 District offices of MoEYS and supplying 693 sets of desktop computers for all units above.
  • Phase 3: From 2013 - 2015: complete the "Metfone Internet in School and Scholarship program" for the remaining public schools, universities and MoEYS office that have electricity.
"Cambodia's MoEYS and Government highly appreciate and strongly acknowledge Metfone's effort in providing free internet in school and scholarship program, not only because the social meaning of this Program but also just a few enterprises, especially private ones, can deploy such a program for the country. In addition to pushing the IT applications to develop the Education and human resource development, this Program enables Cambodia to achieve "knowledge based" economy and reach "e-education" target, narrowing digital divide with other countries in the region and in the world" said H.E. Minister of MoEYS, Im Sethy.
In the signing ceremony, Metfone also hands over the results of phase 1 to MoEYS. All access points are fully equipped with Modem, desktop, Internet connection, free installation and monthly usage charge (on average about USD 500 /01 link/01 month). All other schools will be connected when electricity is available.
