EDUCAM

1.  INTRODUCTION

The Education Sector Plan (ESP) and the Education Sector Support program (ESSP) are guiding the development of the education sector in Cambodia through 2006.  New policies and programs, which stress quality and efficiency, are being introduced at the central, provincial, and institution levels.  Financial reform is key to educational reform, and a joint committee of members from the Ministry of Education, Youth, and Sport and the Ministry of Economy and Finance has been established.

 2. BACKGROUND/PRIMARY PURPOSE

The Education Committee (EDUCAM) was functioning in 1991 and has continued since then.  It is made up of NGOs as well as bilateral and multilateral groups, which have an interest in education in Cambodia.  Government officials in education have come as they have time or need and individuals who have an interest in networking around educational issues are also welcome. 

The objectives of the group have remained constant, e.g., sharing information regarding new projects/plans, invitations to special guests working in the sector, sharing project and program evaluation results, discussion of topics such as the national budget for education, the testing programs, textbook development, library formation, the evaluation of the ESSP, etc.  EDUCAM also occasionally sponsors workshops in coordination with NEP to respond to government issues or requests for input; sharing new educational materials fair is a limited but vital part of the program.

 3. MAIN ISSUES AND/OR ACTIVITIES 2002

·         Priority Action Plan (PAP) and government/donor/NGO budgets

·         Formation of the National Education Partnership (NEP) for NGOs

·         ESP and ESSP- reviews and further action and implementation

·         A fair to display new educational materials

·         Other projects and programs as appropriate, eg. education legislation
