The Role of the Governor's Office in Education Administrative Reform,

1. Emphasise the importance of the Ministry of Interior and Governor's Office in implementing education the decentralisation policy and plans.

Important role for Governor's Office and PDEs in the breakdown of PAP allocations for districts and schools. Promoting the idea that the PAP and facilities budget allocations need to be targeted on the poor as part of MoEYS pro-poor education policy.  Emphasise that the role of the Governor's Office and PDEs will need to shift towards program progress and impact monitoring.  Monitoring that the PAP accounts and districts BMCs are set up quickly and that PAP funds for education are protected for the right purposes.  Monitoring that the staff deployment program is implemented properly and that staff are fairly distributed to both urban and rural schools, especially the more remote schools. Consider the production of a joint annual MoEYS provincial education report from the provinces by the Governor's Office and PDEs which show the progress made on education Reforms. Consider the hosting of an Annual Provincial Education Forum which reports back to districts, communes and parents on education progress in the province.
 

2. Emphasise the overall priorities for the use of the school building fund that Governor needs to use in selecting school building priorities.

Priority for the provision of complete grades 1-6 schools in every village.Provision of schools in those villages in the province without a primary school. Provision of a lower secondary school in each commune/cluster without one.Reduction of overcrowding in primary and secondary schools in urban areas. Providing at least one grades 7-12 school in each district through providing grades 10-12 provision in districts without one.
