1.     Formal and Non-Formal Education Programme
(Status: finished, Start: 01 July 1998, Finish: 30 June 1999)

The 1998 education programme in Banteay Meanchey province is expected to provide in-service training to teachers and cluster school committees and essential materials with the objective to improve formal and non-formal education services for children and women. A pilot agricultural activity will be conducted in one secondary school in collaboration with Cambodia Australia Agricultural Extension Project (CAAEP) and the agriculture department. One primary school building with three classrooms will be rehabilitated in Local Planning Process (LPP) target area. The adult education and skill training  activities will be conducted in 32 villages in collaboration with UNDP/ILO and agriculture department. Capacity building of the education department staff in planning and management will be strengthened through workshops and study tours across province.
Provincial Department of Education (PDE) statistics shows that there are a high number of illiterate people in Battambang Province. The objective of the 1998 education program is to reduce the illiteracy rate, introduce basic knowledge to the population and improve the quality of education in primary schools in eight target communes through non-formal and formal education. The PDE staff will be trained in planning and managing of adult education services. The literacy program will conduct adult literacy and life skills classes for 500 villagers. The education program will strengthen the capacity of 25 local literacy teachers in adult literacy and 164 primary school teachers in new teaching methods. One provincial and 2 district cluster school committees and 2 cluster school parent committees will be formed. Two resource centers will be constructed and furnished with materials.

2.     Formal Education Development in LPP target Areas  
(Status: finished, Start: 15 July 1998, Finish: 15 May 1999)

The purpose of this sub-project is to strengthen the capacity of the primary and pre-school teachers in SEILA target areas. One school building that was priorities by villagers in Local Planning Process with 6 classrooms will be constructed to replace the old one. The Provincial Department of Education, Youth and Sport will provide training on teaching techniques and development of teaching materials on Khmer literature and mathematics to 106 school teachers of 2 cluster schools, and on new teaching techniques and development of teaching materials and games to 20 pre-schools teachers and 11 day care teachers in the community. 35 primary school teachers of 6 cluster schools will be trained as trainers on sport skills. In collaboration with Department of Culture, Fine-arts skills training will be provided to 21 primary school teachers of 6 cluster schools. Volleyball equipment and music instruments will be provided to 6 core schools and athletic equipment to 35 schools of 6 cluster schools. Dance troupe and athletic groups will be formed in 35 schools and volleyball and music teams in 6 core schools. PDoEYSs will organize sport and art inter-school competitions in cluster schools, inter-cluster competitions at the district and inter-district competitions at the province.

3.     Non-Formal Education and Core Schools Development  
(Status: finished, Start: 27 April 1998, Finish: 26 April 1999)

This project aims to increase the number of activities in non-formal education campaign in CARERE LPP communes in Siem Reap province. The activities will be training for illiterates in 11 LPP communes of CARERE. NFE trainers will be trained by a specialized organization in adult participatory education. The trainers will train the village facilitators requested by the villagers during local planning process. The trainers will work closely with VDC and CDC members for implementation of the non-formal classes. Core school development is part of the project and it is in the 4 LPP communes. It is aimed at improving the quality of teaching and quantity of the children in remote primary schools. Teachers and headmasters will be trained in new techniques for primary education delivery. resource centers in the 4 core schools will be established and supplied with sufficient teaching and reading materials. Core school communities will be trained and will work with the community for their continued functioning after CARERE stops its funding.

4. Primary School Teachers Training  
(Status: finished, Start: 01 September 1997, Finish: 27 March 1998)

This project is a continuation of RAT/EDU/9608 and RAT/EDU/9501 of CARERE support to the Provincial Department of Education (PDE), especially in the field of education for indigenous people and ethnic communities in the province. The project will upgrade the skills of 80 village teachers who have received little training in education and who are key persons in local education in Rattanakiri. The training will be in Banlung for 80 teachers from local communities in 9 districts of the Province. The teachers will be trained in the school subject matter, pedegogical techniques, formal and non-formal education skills, and various community development topics.

2. Education Inspecter Training (Francophone)

It  aims  at endowing  the  Ministry  with the capacity  to  control  the administration and to carry out educational evaluations  the primary and  secondary  education systems.  A training center for education inspector and school principals was assigned the task of implementing this  project. It is located in the Faculty of Education of Phnom  Penh in the building modernized by  France and equipped with specialized documentary resources.
Based on a culture  of responsibility for training and supervision of personnel, a plan for inspector training  has been worked  out with the participation of provincial  school director .
Training course  which  developed  the competence  and capacity of a trainees  to  fulfill the role of inspector.
Within  the framework  of this project continuing education for school directors (education training courses) will be provided in collaboration with already trained primary school inspectors.
DeI´Education  National (IEN) ,Work in  close collaboration with  the Dean  of the Faculty of Education to  organize training courses in France.

·         Begun in 1996, the plan intends to train 8  inspector in the following subjects: math, physics , chemistry , and  biology.

·         83 new inspectors were appointed in 1995 and in 1996 across 21 provinces .  Currently a third group of trainee inspectors  are undergoing training .

French for Specific Objectives: Teaching at UPP, Agriculture & Fine Arts University. Higher education  in  Cambodia which involves more than 13 000 student (1996) receives linguistic assistance from France within the context of the bilateral and multilateral French-Speaking cooperation. In higher education establishments, French is accepted as a compulsory foreign language.  the Language of work and sometimes the language of Instruction (Faculty of Medicine. and some bilingual university section).
7000 students learn French. They can do in their special fields, either through a series of lectures conducted by French experts (medicine, technology, administration, law), or within the framework of their regular course of study in French speaking subjects  (mathematics, biology, Geography, physics, chemistry……..)
Teaching is adapted  to the students linguistic needs , whether it be standard or specialized use of French. The number of house of French study varies according to need. From a few house weekly to intensive language training courses.
Instruction is organized be the French Cultural  Center in 6 higher education establishments and the  Aupelf-Uref in 3 others .

Assistance

Within the framework of cooperation. French has spent 21 million francs since 1991 for the  Study of French in higher education 25 teacher provides course and coordination.  either French –speaking .The  aim is  to develop the  study  of  French and  the   use  of  French in  higher education  in  Cambodia  on   the basis of the students   free will.
At   the same time  ,the  progressive   replacement of French teacher by Cambodia teacher will be part  of Cambodia’s  undertaking   of  support  for French-speaking communities.

5. Support to the Department of Economic Sciences, UPP 
(Status: ongoing, Start: 01 September 1994, Finish: 31 December 1999)
This cooperation. started in 1991. aims to rehabilitate the teaching of economics and management in Cambodia though the reform of the  courses of studies, teacher training and by creating new courses : Bachelor of Business Administration (in collaboration with the Asian Institute of Technology in Bangkok). and Diploma of Accounting.
Educational and material support  (in particular computer equipment) as well as French courses (French being partly considered as the working language) are provided thanks to this assistance.
Since September 19994. the project of cooperation started with he former Institute of Economic Sconces has been carried out in the new Faculty of Law and Economics.. The Faculty of Economics of the University Lumber in Lyons takes part in the project by developing teaching and  training courses and by receiving teachers as well as students. the Asian Instate of Technology in Bangkok provides technical assistance and ambits students who receive scholarships for bilingual MBA (Master of Mushiness Administration).

6. Support to French Department, UPP

7. Classes Bilangue: Franco Khmer Section Sisowath High School

This section plays a part in promoting French as the main foreign language used in the national education system. On the initiative of the Cambodian Ministry of Education and of the French Cultural Centre. a  Franco-Khmer section of education opened in 1996 at the Lycee Sisowath in Phnom Penh.
Limited to volunteer pupils selected on their records the section is conducted by French –speaking  Cambodian teachers, and its courses of study (from the 7th to the 12th grade) are based on their national equivalents. Teachers are given didactic training for each subject and their scientific knowledge is updated.
Appropriate teaching aids are devised by the Franco-Cambodian educational team. These aids are designed for proficiency courses in French and for scientific classes (math, physics and biology) partly conducted in French.
The Franco-Khmer section follows the creation of bilingual  classes conducted since 1994. It appears as an important stage in the realization of the Cambodian government’s desire to found a France-Cambodian Lycee. Subject to the adaptation of, scientific courses in the 10th. 11th and 12th grades, a certificate attesting to a bilingual education will be delivered to the pupils.
From 1994 to 1996, more than 6 million francs have been allocated to France-Cambodian bilingual education. Four French educational advisers are in charge of the coordination of courses conducted in French.
Teacher as well as pupils have free access to the documentary resources of the French Cultural Centre and to the specially equipped library and video library of the Lycee Sisowath. In addition, they are offered grants to travel to France.

8. Support to the Department of Law, UPP   
(Status: ongoing, Start: 01 October 19992, Finish: 31 December 1999)
The main objective of the assistance started in 1992 consists of transforming the already existing technical school for administrative and juridical executives into a genuine establishment of higher education  It implies the creation of a degree course in law studies, as well as training teachers and ensuring sufficient financial means.
The first stage of this cooperation  i.e. the statutory creation of the Faculty and  the adoption of a course of study .was carried out during the academic year 1992 - 1993
In  1994 focus was to improve the actual teaching and the  continuing training  of  the teachers ) as well as to  initiate short-term vocational training  .
The years 1995 and 1996  have been characterized by the continuation of training programs. as well as the progressive restructure and renovation of the Faculty and the development of a more open relationship with the rest of the word ( regional  cooperation as far as research is  concerned  with Thailand . Lao and Vietnam ) In addition, The Department benefits from educational missions and administrative support from the University of Lyons 2 and from research carried out in coordination with the University of Toulouse 1 Thammasat University ( Bangkok ) and the Law School of Vientiane.
In June 1995 the first class preparing for the diploma of law graduated. This diploma is taken during the 3rd year of the degree course of law and follows the new course of study necessary to be granted a Law degree ( the first class will graduate in 1997 ) In June  1996 , the diploma of Vocational Law Studies was granted to the first class of the short vocational course of study
The agreement with the Faculty Law of the University of Lyons 2 paved the way for the foundation in November 1996 of the master’s degree of comparative law jointly delivered by the Universities of Lyons 2 and of Phnom –Penh . Lately a group of French universities ( Lyons 2 Toulouse 1 Aix . Marseilles 3) has organized PhD coursed delocalized in Phnom-Penh: in July 1997 , the first session of post-graduate diploma. “Administration Publique comparée ”  will begin.

9. Support for INSTITUT SUPERIEUR DE TECHNOLOGIE (ITC)

The institute received its current Name in 1993. Are there year plan has unable the French  – speaking agency for university education and research, to rehabilitate the establishment on both a material and an institutional level: water, electricity, telephone statutes, regulations, organization, and management, workshop and laboratories, buildings, regulation and advice administration, organization and management

·         The ITC, with currently trains 900 students trains engineers and technicians, stands as one of the most representative embodiments of what traniing in Cambodian has accomplished trough recent efforts.

·         Programs have been modernized and training –courses a bad are offered to the teachers. Once they have passed the comparative entrance examination, ITC student are regularly given regroups written tests 600 students receive aground

·         Department specializing in teaching French provides extra support in French to student engineers. It also organizes a 6-month intensive language program for all newly admitted students. And English department and a computer section have also been created.

·         Training  for   educational    inspectors  and   school  directors of  Cambodian  education  system.
