Includes  activities supported by the previous English for Key Ministry staff project.

There is progress as all components but  slippage and significant change in components 2 (provincial Inspectors). The project will now assist with the training of provincial inspectors for all secondary subjects. In additional a supplementary MoU in to be signed by DfID, MoEYS and MoEF agreeing budget contributions to year 2000 include.

  • Structure for Head of Unit to contribute to Ministry policy making in place by mid 1998.

  • ELT supervisors functioning effectively at post by EOP

  • Plans for future teacher training based on forecasts of needs by mid-1998 and a programme based on such plans implemented from mid 1999

  • ELT textbooks, teacher's guides and cassettes for all secondary grades, based on MoEYS syllabuses, written, trailed, printed and distributed by EOP.

  • Baseline data available by 12/97 system implemented by supervisors by EOP for collecting data to give information on quality.

  •  Work related English upgrading courses provided to 300 key government officials by EOP.

Activities:

  • Develop structure for Supervision Unit to report and to contribute to Ministry decision-making.

  • Propose role and duties of provincial ELT supervisor for official approval and contribute to the establishment of clear status for provincial supervisors.

  • Develop forecasting procedures and planning system based on forecasts.

  • Coordinate textbook development process with Master Plan and MoEYS/ADB BETP, including orientation and distribution.

The purpose of Don Bosco Foundation is to train orphans and poor youth in skills they can use to get a job and by their work they can come out of the circle of poverty and contribute to the new Cambodia.

4.     Don Bosco Children Fund

DBCF was introduced into Cambodia on the 25th  January 1992 to assist impoverished children of this war torn country. The effects of prolonged war have created great numbers of orphans, abandoned children, street children, widowed mothers with young children and mental health problems as a result of trauma, which reflects on children. In the provinces life is a matter of survival, malnutrition among children is widespread and Cambodia still rates as having the highest mortality in the world, in conditions such as this education is a priority, though desired.

In 1998 was assisted 1770 children living in 5 cities. Phnom Penh, Battambang, Sihanoukville, Kampong Thom and Kep, in  8 provinces, in 79 villages. In 1999 to extend assistance to 2000 children.

·         Vocational training to youngsters, male and female (15-20 years), mostly orphans. In 1998/99 the students number 434 and they are trained in mechanics, welding, electricity, printing, auto-mechanics. The training courses are two years, in September 1999 will accept another 225 candidates. Try to find jobs for the 195 candidates of the second year. The course and the boarding are gratis to the students because of their property condition; most of the students are orphans.

·         Vocational training o young women (15-20 years). In 1998-99 the students number 275 and the are trained in 2 years course of sewing, secretarial and home industries.

·         The building up of a new technical school in Sihanoukville. Course in mechanics, welding, electricity and sewing. This new school started in October 1998 with 80 students. This year will start the second phases of the construction (automotive, school building for sewing and secretarial course, while in October 1999 a further 80 students will be accepted.

 1. Background

The Japan Sotoshu Relief Committee (JSRC), the forerunner of SVA was formed in response to the huge outflow of refugees from Indochina in 1979. Centering on the volunteers who participated in these activities in 1981 the organization was reformed into the Sotoshu Volunteer Association. In 1999, SVA was accredited the legal status, changing its name to Shanti Volunteer Association. Shanti means “peace” in Sanskrit.

SVA has carried out activities focusing on educational & cultural support in refugee camps like libraries, printing, and publication. However with the closing of the camps, activities have shifted to reconstruction development cooperation in Thailand, Laos, and Cambodia. Presently in Thai SVA is administrating libraries, and nursery school in Bangkok slums, and in rural villages in the North, and Northeast. In Cambodia SVA are supporting school construction, library activities, pre-school education, culture & tradition rehabilitation and, vocational training center. Also in Laos SVA is undertaking support activities for libraries, teaching material development and, children centers.

SVA is also engaged in emergency humanitarian response. SVA had support the victims of quake in Kobe, Japan in 1995-1997, flood in Cambodia 1996 and, in 2000-2002, food shortage in North Korea 1997-1998, quake in China 1997, quake in Turkey and, Taipei-China in 1999 in the field of food, shelter and sanitation. SVA has provided assistance to the Myanmar refugees fled to Thailand in education sector since 2000 as an implementing partner of UNHCR. 

2. History of Involvement in Cambodia

In 1983, SVA distributed 2,000 copies of Khmer-Khmer dictionary to Cambodia people at Cambodia-Thai border camps. This project repeated in 1990 in Phnom Penh. SVA established a permanent office at Phnom Penh, Cambodia in 1991, and since then has been working in the field of Education, and Culture rehabilitation through out the country. In 1995 SVA has donated 1,000 sets of Tripitaka Scripture, and built Buddhist Institute building. In 1996 SVA built center of Asia children in Preschool teacher training center. There were 130 titles or more than 772,500 copies of Buddhist textbooks were reprinted and distributed 7 children libraries established, and printed 64 titles of children picture books; there were 23 school buildings were renovated, and have completely constructed 114 new school buildings of primary school.

1.      University Cooperation Program - RUPP

·         The aim of the program is to assist the RUPP in establishing a department of sociology and restructuring the department of Philosophy by improving the professional quality of teaching and by promoting the development of a new and adequate 4-year curriculum of studies. NH, after studying the feasibility of extending the program to the department of history by adopting and active method allowing the department to take part on a provisional basis in all by adopting an active method allowing the department  to take part on a provisional basis in all academic activities sponsored by NH. Has decided to keep its involvement within reasonable limits.

·         Main task is the training of lecturers of the aforesaid three departments on the fundamentals of each discipline, enabling them to improve and develop teaching methodologies and resource in order to prepare each one of them to gradually assume the full responsibility of lecturing to the students on all subjects of the new curricula of studies, by the end of the project in the year 2000.

·         The second objective is the formulation & development of adequate Curricula of Studies and academic programs for the students, aiming to achieve sound and accepted scientific standards modeled on other academic institutions of south east Asia.

2.     Adult Education & Rural Community Integrated Development Project  
(Status: ongoing, Start: 01 October 1992, Plan Finish: 31 December 1999)

1.       Developing as Pilot Communes for a development oriented literacy program, in the commune of Ampeou Prey,  Kandal Stung district, Kandal province, and the commune of Veal Ponn, Thpong district, Kampong Speu province.

2.       Supplying Aid and Assistance:

·         Repairing the primary school, and constructing the development center in the villages of the 2 communes, with the traditional collaboration and participation of the people.

·         carrying out literacy programs and activities in the 2 communes, field literacy. And after experimentation, improving the textbook with new methods and modern didactic materials.

·         Training adult literacy teachers, Health workers, rural credit animators, social workers, agricultural animators. All these development agents will be selected from their own villages.

·         NH agrees to collaborate with the ministry of Education for import of the materials needed in the development program of the 2 communes

·         NH agrees to collaborate with the Ministry of Education according to the laws and regulations of the state of Cambodia concerning Humanitarian Aid.

1.       Quality Improvement of Basic Education in the Reconciliation Areas Siem Reap and Odar Manchay  
(Status: ongoing, Start: 01 January 1999, Plan Finish: 31 December 2004)

  • Teacher and children we reference learning and teaching material as same as other regular cluster school.

  • Teacher in the selected areas start to use new teaching methodologies in classrooms.

  • Provincial education master plan for the whole education development in the reconciliation areas has been development.

  • Children in Anlong Veng are learn in one new school building constructed and one old school building repaired. The school building have proper furniture.

Activities:

  • MoEYS provides reference learning and teaching materials to reconciliation area.

  • Purchase and provide copy-books, pens, pencils and other needed learning materials.

  •  Redd Barna staff facilitate and help provincial education team to prepare the in-service teacher training at the province. Provincial education team conducts training to district education officer/supervisors and head teachers.

  • District education supervisors and had teacher organize regular Thursday technical meeting as in service teacher training to teacher with input from provincial education team.

  • Organize a one day workshop in Phnom Penh to discuss the outline of education development for reconciliation area.

  • Primary education officer develop master plan for the whole education development in the  reconciliation area.

  • Construct one new school building and repair one old school building with equip of furniture.

2.       Basic Education, Kampong Chhnang  
(Status: ongoing, Start: 01 Jun 1998, Plan Finish: 31 December 2001)

The main project objectives are to increase the enrolment of children and to promote child better learning with improved environment and learning-teaching methodology both at schools and home especially CEDC so that  they can develop their skills of living in real life situation.

The project will focus on the improvement of the 5 domains of school  activities: Resource base, school management and administration, learning teaching activities, school home relationship and school physical facilities. The management system from PEO, DEO and school regarding to the development of 5 domains of school activities will be strengthened. The project will provide training to partners PEO, DEO, head teachers, technical committees and teachers on school management, school supervision and child centered methodology. Parents/community will be promoted and encourage them to participate and contribute for school development and support in child learning. Community/parents and schools are stimulate to develop sustainable income generation activities to support child learning. The improvement of learning teaching materials and school physical facilities will be supported through community participation. Necessary documentation will also produced.
