Textbook Master Plan 1996-2001

Basic Education Textbook:  
(Status: ongoing, Start: 28 September 1996, Finish: 28 September 2001)

  • Support for institutional capacity building at the Publishing House, including restructuring and transition to an autonomous organization.

  • Establishment of a sustainable textbook supply system, with a focus on support for the development, production, and distribution of relevant and pedagogically appropriate textbooks in the four core subjects.

  • Consolidation of aid management and monitoring system, including textbook investments, through the Program Management and Monitoring Unit in the Ministry of Education, Youth and Sport (MoEYS).

Activities

  •  To assist in setting up an autonomous, market-oriented textbook publishing system in the long term, the Project will support a phased process of reorganization of the educational publishing functions in Cambodia under the Publishing House.

  •  To achieve the goal of a restructured and autonomous Publishing House, and the timely production of quality books, an extensive staff development program will be provided, particularly for management functions.

  • The project will support the continued development of curricula, textbooks, and teacher guides for Khmer language, mathematics, social studies, and science for grades 1-9.

  • As estimated 28 million textbooks (20 million for primary and 8 million for lower secondary education) and 0.5 million teacher guides will be produced during the Project.

  • To ensure adequate funding for the distribution of the textbooks and teacher guides, a distribution component of $0.05 is included in the textbook unit cost.

  • Studies will be contracted out to assist in continuous adjustments of Project strategies, monitor and evaluate progress towards achievement of Project objectives and goals, and assess long-term Project impact.

  • The Project will finance the strengthening of central and provincial aid management and monitoring systems, improved links between central aid management and MoEYS operational departments ( including textbook publishing), and improved progress reporting and information flows.

1. EU Construction & Rehab. des Ecoles Primaire (CREP)

Primary School Construction and Rehabilitation:

·         Strengthen the institutional capacity of the MoEYS in school building project planning, design, management and monitoring of the school building project.

·         Reduce capital investment in school building by controlling construction costs and quality through the establishment of adequate space norms and standards for primary schools design. Quality of construction shall be controlled to secure a 20 to 30 years life span of buildings.

·         With the establishment of sustainable procedures, the MoEYS shall have the capacity to monitor and undertake other projects relating to school building construction either funded from internal or external sources.

·         Expansion of access to primary education with a particular attention to enrolment of girls, ethnical minorities and disadvantaged groups. It is expected to provide access to approximately 75,000 pupils to primary schools located within walking distance for their house through the provision of about 44,000 school places. Better-located schools shall increase access of girls to education and provide higher equity of access to education by contributing to school construction in remote locations.

·         Improve teaching quality by upgrading physical facilities of schools.

·         Sustain community efforts in constructing and equipping primary schools. By implementing school construction projects with community participation, improve building maintenance.  

2.      EPP: Projet de Rehabilitation des Ecoles Provinciales de Pedagogie

To rehabilitate and equip the provincial Primary Teacher Training Schools (EPP) as model centers within the context of EU-funded PASEC.

The PASEC project is a nation-wide project of assistance to primary education in Cambodia. Which means that it operates in all provinces and municipalities in the territory of the Kingdom of Cambodia.

It is involved in activities as different as teachers training in the provincial schools of pedagogy, institutional strengthening in provinces and districts offices of the MoEYS, and has been involved in its first phase in manuals conception, printing and distribution.

There will be some changes in the approaches of Social Fund II from Social Fund , specifically

  • stronger emphasis on community involvement 

  • stronger push for social sustainability

  • improved linkages with line ministries

Social Fund acknowledges that the linkages with MoEYS should be strengthened especially in the review and approval procedures of Social Fund supported education projects.

At present, Social Fund is developing its targeting criteria for determining provincial funding allocations.  Once the provincial allocations are established, sectoral allocations will be worked out within each provincial allocation.  Precise sectoral allocations therefore, will not be available until mid-1999.  It is anticipated however, that there will a substantial reduction in education allocation from Social Fund 1 (around $12 million).

School construction the major continued activity. Some non-formal education (i.e. literacy, vocational training), (NGOs will be eligible to apply small grants to implement micro-projects).

2.      Social Fund 1
(Status: finished, Start: 21 December 1995, Finish: 31 December 1998)

Major proportion of education spending on school construction, application procedure and site selection done by SF without input from MoEYS. Little evidence of targeting to poor areas, based on map analysis of selected sites. Approximately 600 of 2200 school building applications accepted and implemented.

Education component of Social Fund Split into 4 activities: Primary, Junior Secondary and Vocational Training Center construction. Also Small business training.
