1. Education Management Information System  
( Status: ongoing, Start: 03 May 1996, Finish: 31 December 2001)
To support the Ministry of Education, Youth & Sports to obtain and use accurate data and information for education purpose at all levels of the basic education for planning and sound decision making.

To enhance the capacity at all levels of the Ministry to plan, implement and monitor reforms in basic education, based on a functional EMIS system.

2. Capacity building in education  
(Status: ongoing, Start: 01 January 1996, Finish: 31 December 2001)
Build capacity of MOEYS at all levels to reduce the wastage rate in primary schools, and increase learning.

To increase access, retention, learning achievement and decrease repetition rates in primary schools in approx. 80% of demonstration cluster sites (49 in total) in six provinces through sustainable intervention and to improve the capacity of MoEYS to decentralize implementation and decision making to the provinces, districts, cluster schools, teachers

3. Education for community needs  
(Status: ongoing, Start: 03 May 1996, Finish: 31 December 2001)

Pre-Education: To assist the MOEYS to develop policy and framework and run some pre-schools as demonstrations.

Non-formal Education: To assist the MOEYS to develop policy and framework and implement some reading centers as demonstrations.

To improve the learning environment by enhancing community participation in school management and extend education opportunities to children under 6 years old, out-of-school children/youth and adults in at 20% of the selected clusters and in CASD areas.

4. Curriculum Development

1. Education of Girls and Woman

2. Health Education Programme to prevent HIV and STDs directed at secondary school
(Status: ongoing, Start: 01 July 1998, Finish: 31 December 1999)

  • Learning material directed at secondary schools students: 310,000 manual activities.

  • Teaching material directed at secondary schools teachers: 5,000 teachers manuals.

  • Training for upper secondary schools teachers which subjects are related to HIV/AIDS (Biology, Home Economy, Math and Science, Khmer)

3.      Angkor International University Project  
(Status: ongoing, Start: 01 January 1996, Finish: 01-December 1999)

Rebuilding Quality of Education & Training Cambodia

  • Decentralisation of Higher Education with the Government's roles shifting from one of day-to-day management to long-term forecasting and strategic planning, funding and accreditation.

  • Encouraged admission of self-financed and sponsored students on an experimental basis.

  • Allow private sector higher education institutes to supplement the public institutions.

  •  Priority on 2-3 years post-secondary training and refresher training of senior technicians.

  • Reducing poverty and increasing equitable income and living standards.

  • Greater equity in education and training opportunity and increasing the number of population with higher education attainment.

  • Upgrading capacity of community leaders, with special focus on women leaders.

  • Improving environmental conservation and natural resources in the region.

  • Peaceful regions where Citizens can enjoy all the rights enshrined in the Cambodia Constitutions and Universal Declaration of Human Rights.

  • Improving international understanding between Cambodia and the world community.

4.      Hill tribe literacy and Non-Formal Education  
(Status: ongoing, Start: 01 January 1996, Finish: 01 December 1999)
To build up the capacity of the local literacy specialists in developing learning material in Khmer  and hill tribe languages and to publish new materials for literacy programs in hill areas.

            Activities:

  • In 1998, the project has produced a 12 volumes set of learning material for Tampuon tribe in Ratanakiri. MoEYS has pistils 1000 of each volume for literacy classes.

  • In 1999 a new set of learning materials in being prepared for the Phnong tribe in Mondulkiri.

  • Training of local staff.

  • Development and printing of literacy material.

5.      Community Temple Learning Center  
(Status: ongoing, Start: 01 January 1994, Finish: 31 December 1999)
Promotion of community-based learning activities in selected provinces in Cambodia and in doing so, encourage villagers to initiate self-sustainable community development activities in a participatory method main objectives.

  • To alleviate adult illiteracy in the project area

  • To assist villages in designing and managing post-literacy activities in the project areas

  • To strengthen NFE section at provincial level in management capability of literacy and post-literacy activities Promotion of community- based leaning activities the selected provinces in Cambodia and in doing so, encourage villagers to initiate self-sustainable community development activities participatory method main objectives.

  • To alleviate adult illiteracy in the project area

Activities

  1.  Literacy and post-literacy training in Battambang, Siem Reap and Kandal provinces will be held.

6. Capacity building in Education and Human Resources Management

To build a national capacity in education and human resources sector planning management through improved data collection, processing and analysis, and training of core groups of civil servants from several ministries and institutions.

Teaching of Social & Applied Demography at University Phnom Penh
(Status: ongoing, Start: 13 January 1997, Finish: 31 December 1999)
The long term objective of the proposed project is to create a pool of Cambodians with knowledge on demography and population issues. This will contribute to giving demography a recognized place in the university curricula. At the same time it will also strengthen capacities in ministries and other institutions which are likely to use the available data, in this way permitting a better planning of human, social and economic development.

            Activities:

  1. Training and capacity building in training in demographics through basic demographic module in-service training and post-graduate training on research and population data analysis as well as conferences and seminars on population development issues.
  2. Development of resources center on population.
  3. Support for human resources development to strengthen management skills, planning and financial skills, foreign language skills.
  4. Production of teaching materials in Khmer language.

1. Women's Participation in Economic Development  
(Status: finished, Start: 01 January 1996, Finish: )
To provide sustainable and demand driven financial and related business and skills development services to the rural poor in the province of Kampot; and to promote women's participation in business development schemes. Financial and technical support will be provided to solidarity groups, together with basic training for preparation of business plans, skill development and the administration of credit and savings. Women will constitute 80% of the direct beneficiaries. Priorities will be given to women head-of-households, and those with large dependent families.

2. Democracy and Human Rights  
(Status: finished, Start: 01 January 1996, Finish: 01 January 1997)

The project is a part of UNDP's technical cooperation programme with Cambodia in Governance and Public Sector Management reform. The project will strengthen capacity of the national constitutional institutions (Royal Government, National Assembly and the Judiciary) and national Non-governmental Organisations to effectively discharge their function in matters related to governance, democracy and Human Rights.

Enhancing the Capacity of the Non-Formal Education Department of MoEYS to deliver NFE for child laborers Phase 1.

3. NERT Vocational Training for Alleviation of Poverty
(Status: finished, Start: 01 July 1996, Finish: 30 January 1998)
The project will contribute significantly to alleviating poverty through the establishment of a sustainable technical and vocational education and training capacity within the Royal Government of Cambodia. More specifically it will increase the accessibility to vocational training for employment and self-employment for socially disadvantaged groups. It will build on the framework and institutional capacity of the Vocational Training for Employment Generation project the Provincial Offices of MoEYS. It will develop technical and vocational education and training systems at the national and provincial levels. Furthermore, at the provincial level, through the Provincial Aid Management Offices of the MoEYS and the project's Provincial Training Centers, support will be given to government departments, NGOs and private sector programs. The project will also closely collaborate with the ADB-loan Basic skills Project. The medium and long-term benefits will be a comprehensive and sustainable national TVET system with skilled national professionals providing vocational skills training to all sectors at the central and provincial level, thereby addressing wider and fundamental issues relating to poverty alleviation.

Capacity building:

  • Trained 40 professional instructors

  • Provided training to trainers from Gender and Equal Opportunities and Curriculum Development and Training Unit.

  • Conducted planning workshop for 14  Provincial Coordinators and Assistants.

  • Conducted Admin/Finance Management Training Workshop for 13 Provincial Admin Staff.

  • Conducted intensive English language training course for provincial coordinators and Assistants.

Trained 631 persons from disadvantaged group, from which 442 person are (self) employed100
