Education Sector Performance Report 2005 is the essential report for the users including Ministry of Education Youth and Sport, Royal Government, National Assembly, and other related ministries and also development partners including National Organizations, International Organizations, and Non Government Organizations.

Ministry of Education Youth and Sport worked very hard to produce this report and it shows about the level of Education policy achievement and some essential aspects are being progress during the past academic year 2004-2005 on the areas:

1. Access at all levels from Pre-school to Higher Education
2. Education service and Quality Improvement
3. Capacity building and institutional development
4. Allocation and the use of Priority Action Plan
5. Recommendations for the future.

To accelerate education sector reform and ensure to achieve "Cambodia Millennium Development Goals" and "Goal of Education For All" the first essential factor is ensuring program reform and all priority action plan has maximize impact especially on the quality. Second factor has explored the possibility for policy development and other program strategy that accelerates reform and achieves goal has set.

Finally, I would like to thank all educational staff and Development partners that tried to overcome weakness to accelerate Education Sector Reform to reach objective, and also contributed for improvement and completion of Education Sector Performance Report 2005.
