4. Recommendations

To accelerate education reform to achieve EFA, the main factors for MoEYS are:

    - Ensuring the education reform program and prioritized actions provide maximum positive impact, especially quality and efficiency of education service.

    - Strengthening education sector management, including strengthening work discipline and efficient working time management, especially at school level with regard to teaching hours, holidays and vacation

    - Enhancing staff employment conditions to promote more effective work practices, including improved salaries, merit-based promotions, performance based bonuses and support for housing and/or other incentives in remote and disadvantaged areas.

    - In order to achieve medium term EFA targets MoEYS must continue to prioritise the emphasis on further improving Net Admission Rates into primary grade 1 and promotion rates throughout the primary cycle, as this cycle provides the basis and the students for the whole system.

    - Providing good opportunities and appropriate information for improving performance in provincial, district and school levels through capacity building and institutional development.

    - Studying on the conditions and defining clear criteria of student dropout, including other research in the education system, for effective decision-making, especially program financing.

    - Reviewing and improving statistic recording and data collection and education management information systems in all sectors in order to avoid fraud, which will affect the results of education sector performance.

    - Ensuring the effectiveness of educational policy set out in the ESP, to ensure EFA the CMDG and MoEYS should review the target setting in these plans in order to ensure democracy, realism and applicability, in strategic planning formulation in order not to discourage the implementers in the education sector at the central, provincial, district and school levels.
