This Education Sector Support Program (ESSP 2006-2010) represents another important milestone in the Ministry's education reform process. The ESSP 2006-2010 is designed to outline how Ministry systems, programs and resources will actively contribute to strengthen education quality, which is mentioned in the first angle of the fourth rectangular on capacity building and human resource development of the of the Royal Government's Rectangular Strategy for the third mandate of Parliament.
In implementing the broad reform program within the education sector, the Ministry of Education Youth and Sport (MoEYS) is acutely aware that to achieve the ambitious goals it has set it needs to continue to strengthen its human and institutional capacity. This strengthening is being conducted alongside the implementation of the reform programs and in close cooperation and open dialogue with many Governmental, donor, NGO and community partners. This partnership process has actively contributed to this ESSP 2006-2010
The ESSP 2006/10 highlights the program priorities and resource allocations needed to implement the next phase of education reform. The development process has also provided an opportunity to reflect on strengthening institution and capacity building needs, in consultation with our development partners.
We would like to take this opportunity to express my profound gratitude to Samdech Prime Minister Hun Sen, head of the Royal Government, for this vision and strong support on strengthening Cambodia Education Sector. We would also wish to offer our appreciation to all officials and technical staff of the Ministry, the representative of international community and advisors who have devoted their efforts and energies to develop this valuable document
