Request for Expression of Interest International Procurement Specialist (07 months Intermittent Basis over 2 year period)
- The Royal Government of Cambodia (RGC) has received a grant (grant no.0090 CAM (SF) from the Asian Development Bank (ADB) toward the cost of Enhancing Education Quality Project (EEQP) implemented by the Ministry of Education, Youth and Sport (MoEYS) and it intends to apply part of the proceeds of this grant to eligible payment under the contract for the services of one International Specialist
- This project, along with other education projects and sector reforms, aims to help the Government achieve its goal of poverty reduction and economic development by providing support for enhancing the quality of education through institutional capacity development for planning, design and delivery of education services and by strengthening secondary education. The project components are: (i) education system management and development to strengthen institutional capacity of MOEYS for more efficient management and delivery of education services; (ii) professional development of teachers to develop teacher competencies; and (iii) strengthening secondary education
- The International Procurement Specialist shall work on an intermittent basis to assist the Project Management Staff working party (PMS) on various procurement documents including reviewing and improving the PMS's current procurement process, advising and guiding the PMS on major procurement issues, particularly the procurement of civil works. The International Procurement Specialist will report to the Project Director
- To be qualified for the position the candidate must meet to the minimum required qualification as follow:
- Master Degree in Civil Engineering
- Possess at least 12 year working experience within public sectors, particularly with Asian Development Bank or World Bank funded project
- Familiarity with ADB's procurement policy and Procedure
- Fluency in English language, both speaking and writing
- Experience in working in the Pacific or developing country contexts, with bilateral or multilateral donor agencies, and/ procurement of school equipment and material
- In submitting their expressions of interest, the interested candidates are kindly requested to provide their updated curriculum vitae, indicating their personal and technical skills, academic qualifications and experience in similar assignments along with the names of at least three (3) referees with contact information (e-mail, telephone or fax numbers). Expressions of Interest shall be submitted in hard copy or by an electronic copy
- The detailed Terms of Reference (in English) for the assignment from the address below during office hours from 8:30 to 12:00 and from 14:00 to 17:00 hours, Monday through Friday, except public holidays or by writing to the contact person below
- Expressions of Interest must be submitted to the address below by email and followed by hard copies, no later than, 27 December 2011 before 17:00 hours.
