The ESP 2009-2013 review revealed changes and indicated that this was an important stage that the Ministry of Education, Youth and Sport shall continue reforming the education, youth and sport sector in Cambodia in line with other reforms of the Royal Government. In the five-year-period of ESP implementation, MOEYS and its development partners have made significant improvements in providing equitable access to education, improving quality and the efficiency of education and education management.
ESP 2009-2013 was formulated to ensure linkages between education policies and strategies with development programs and actions as well as between planning and budgeting. In this phase, the Ministry intends to continue to give highest priority to equitable access with high quality education, especially basic education, in order to realize the National Education For All (EFA) Plan by 2015. ESP 2009-13 also gives greater emphasis to expanding early childhood education, expanding non-formal education, technical and vocational training and expanding opportunities to access secondary education and post-secondary education through the continued and improved partnership among RGC, development partners, private sector, non-governmental organizations, communities and parents.

CHAPTER I : GENERAL PROVISIONS
Article 1: Goals
This law is aim to determine the national measures and criteria for establishing the completely comprehensive and uniform education system ensuring the principles of freedoms of studies in compliance with the Constitution of the Kingdom of Cambodia.
Article 2: Objective
The objective of this law is to develop the human resources of the nation by providing a lifelong education for the learners to acquire knowledge, skills, capacities, dignity, good moral behavior and characteristics, in order to push the learners to know, love and protect the national identification, cultures and language.

The long-term vision of the Ministry of Education, Youth and Sport (MoEYS) is to “establish and develop human resources of the very highest quality and ethics in order to develop a knowledge-based society within Cambodia”.
In alignment with its Education Strategic Plan 2009-2013, MoEYS is introducing various initiatives to make better use of information and communication technologies (ICT) in order to achieve this vision, to improve the effectiveness of education at all levels, and to produce a workforce for the country both technologically productive and able to think critically.

Higher education plays a primary role in responding to globalization. The experiences of advanced and developed countries demonstrate that developing human resources in institutions of higher education is essential for advancing the country. Globalization brings both opportunities and challenges to education in Cambodia. Challenges to the higher education sector include: increasing numbers of students accessing institutions throughout the country, growing need for research, building the knowledge society and advancing the economy, and increasing autonomy and accountability of higher education institutions. Higher education institutions need for academic freedom, good governance, respect for intellectual property, higher level of academic qualification, will improve the quality of education to gain regional and international recognition.
Education for sustainable national development demands that the country pays more attention to improving education strategies and developing the research capacity of higher education institutions throughout Cambodia. Currently, due to the lack of human resources, higher education institutions in Cambodia still primarily focus on teaching rather than research and the provision of professional services. Building a research culture in higher education institutions is a new initiative that will motivate people working in the sector to become more creative, innovative and accountable.
Higher education institutions should provide opportunities and encouragement to students, lecturers and researchers, to develop research and professional skills, and participate in local and international scientific research forums.

Our current policy and strategies on information and communication technology (ICT) in the education system earmarks a sensitive challenge of the Cambodian Ministry of Education, Youth and Sport (MoEYS) to reform its delivery services effectively within a new context of universalization. This educational ICT policy and strategies is a practical path we have chosen to get along well with the world trend of implementing the strategies and the national goals of education for all. Emphasis is also made on the non-formal education, distance education, training of professionals, education quality at upper-secondary education and post-secondary education levels through ICT, which is now becoming a relevant life skill required in a knowledge-based society and a critical tool for building partnership between government institutions, concerned national and international organizations, civil society and communities and legal entities within the private sector as well.
