This document sets out a new policy for the development of the Basic Education (Grades 1-9) curriculum and Upper Secondary Education (Grades 10-12) curriculum in Cambodia within the framework provided by the Education for all National Plan 2003-2015.
It sets out the aims and structure of the curriculum, including hours of instruction. The detailed content of the curriculum will be set our in the new National Curriculum documents.
The curriculum structure set out in this document is intended to enabe the achievement of the key priorties of the Ministry of Education, Youth and sport (MoEYS)

as detailed in the Education for all National plane 2003-2015:

- Equitable access to basic education
- Hight quality upper secondary provision
- Pro-poor financing policy
