Enhancing Education Quality Project (EEQP)

The Enhancing Education Quality Project (EEQP) is supported by the Asian Development Bank. The Project total budget is USD 33.38 million, of which the ADB's grant is USD 27.10, and the contribution by the Royal Government of Cambodia is USD 6.28 million. The Project focuses mainly on education system management and development, teacher professional development, and strengthening secondary education. The Project is led by a Project Steering Committee (PSC), which is chaired by His Excellency Im Sethy, Minister of Education, Youth and Sport. Its membership includes directors of technical departments of MoEYS and representatives from the Ministry of Economy and Finance (MEF), the Ministry of Women's Affairs (MoWA), the Ministry of Planning (MoP), and the ADB/CARM. The Project is managed by the Directorate General of Education under which the Project Management Staff (PMS) and three Technical Units (TUs) have been established. His Excellency Koeu Nay Leang, Under Secretary of State, MoEYS, is the Project Director and His Excellency Sam Sereyrath, Director General of Education, is the Project Manager.

Goal
The Project aims to strengthen the quality of school education by carefully targeting support for (i) Education System Management and Development, (ii) Teacher Professional Development, (iii) Strengthening Secondary Education.

Impact
The impact of the Project will be an increased number of better educated and skilled people from all sections of Cambodia’s population, in particular girls and students from remote and disadvantaged areas.

Outcome
The Project outcome will be improved quality and equity of education in Cambodia with more effective secondary education, improved teacher competencies, and stronger education management systems.

Project Management

The effective date of the EEQP is  15 September 2008.
The Project is led by a Project Steering Committee (PSC) and managed by a Project Management Staff (PMS) Group, consisting of a Project Director, a Project Manager and support staff.

Higher Education Quality and Capacity Improvement Project (HEQCIP)

The higher education system in Cambodia has changed greatly over the past 10 years as the number of private universities has grown considerably. On the one hand, this development has expanded the opportunities for a large pool of students to further their education; on the other hand, it has highlighted the significant and complex challenges faced by the overall system of higher education and individual universities, both public and private, during this period of rapid growth. While the establishment in 2003 of the Accreditation Committee of Cambodia (ACC) introduced much-needed elements of quality assurance into the system, the management of higher education in the country remains difficult and needs to be clarified and strengthened across several key dimensions, including the strengthening of institutional and organizational capacity. It is most urgent, however, to improve human capacity in the sub-sector in order to cope with the rapid expansion of the last decade and to anticipate what will be required to manage it in the years ahead.
