2011 Progress Report and 2012 Annual Plan

In 2011, the EEQP successfully completed its Mid-Term Review.  The review reported that physical progress had achieved 45% against the elapsed period of 56% from Grant approval date. As of 31 December 2011, the Project achieved cumulative contract awards of $12.4 million (40%), and cumulative disbursements of $12.55 million (40.60%), inclusive of the $1.50 million imprest fund against the total budget amount of $30.93 million, excluding the contingency fund of $2.46 million.

 

This is encouraging and demonstrates that the Project is making steady progress towards its outputs. Some examples of its progress are:

                  • The Education Law has been disseminated and gender equity enhanced through the Gender Mainstreaming Strategic plan
                  • The integration of FMIS, HRMIS and EMIS is proceeding

EEQP Quater IV Progress Report 2011

Project Purpose and Scope

The overall objective of the Enhancing Education Quality Project is to increase the number of better educated and skilled people from all sections of Cambodia's population. The project will achieve this by carefully targeting support for:

(i)  education systems management and development
(ii) professional development of teachers
(iii)strengthening secondary education.

The project outcome will be improved quality and equity of education in Cambodia with more effective secondary education, improved teacher training and stronger educational management systems.

 

Implementation Progress

The Project Steering Committee (PSC) is chaired by H.E Im Sethy, Minister of Education Youth and Sports which was constituted by the Decision No. 6154 dated 04 December 2008 and amended by Decision No. 720 dated 17 February 2010. The Committee consists of representatives from the Ministry of Economy and Finance, Ministry of Planning, Ministry of Women's Affairs, and Technical Departments of MoEYS with a total membership of 23 persons. The Project Management Staff (PMS) operates within the Directorate General of Education. Three Technical Units (TUs) oversee the development implementation as follows:

• TU1- Education System Management and Development led by the Director General of Administration and Finance (former Director of the Personnel Department)
•  TU2- Teacher Professional Development led by the Director of the Teacher Training Department; and
•  TU3- Strengthening Secondary Education led by the Director of the General Secondary Education Department.

The staff membership of the PMS and the three technical units was reviewed at the end of 2010 to ensure effective implementation. The review resulted in some changes, bringing the total number of EEQP staff members to 42.
A Project Gender Working Group has been established to oversee implementation of the Project Gender Action Plan. This Working Group is chaired by HE Director General of Education and Project Manager of EEQP.

Annual Report 2009 and Annual Plan 2010

The ADB-funded Enhancing Education Quality Project (EEQP) commenced in September 2008 and the Project Consultancy Support Team commenced in May 2009. The project impact will be: To increase the number of better educated and skilled Cambodians from all sectors of the population The project outcome will be: Improved quality and equity of education in Cambodia with stronger education management systems, improved teacher competencies, and effective secondary education This Annual Plan (AP) features a review of activities undertaken during the inception phase which was considered and approved at the June 2009 Project Management Staff Committee (PMS).meeting and plans for the period June 09 to December 09. The Annual Plan includes a description of the progress of the EEQP for the year 2009. Of significance, the following activities are worth comment: The Scholarship programs for disadvantaged and remote students to USS have been selected The selection criteria and process for scholarships for women and disadvantaged students to TTDs has been established and is now being implemented, and the first group of trainees have been selected The first package of Learning Centers for Phnom Penh and Kandal have been opened and are on track for construction Consultants are working to implement capacity building programs in all TUs in MoEYS Some difficulties have been encountered which have delayed implementation such as: The Gender Mainstreaming which cannot proceed until a MoEYS gender policy is developed However, it is anticipated that this issue will be resolved later in the program.
