Project Purpose and Scope
The overall objective of the Enhancing Education Quality Project is to increase the number of better educated and skilled people from all sections of Cambodia's population. The project will achieve this by carefully targeting support for:
(i) education systems management and development (ii) professional development of teachers (iii)strengthening secondary education.
The project outcome will be improved quality and equity of education in Cambodia with more effective secondary education, improved teacher training and stronger educational management systems.
Implementation Progress
The Project Steering Committee (PSC) is chaired by H.E Im Sethy, Minister of Education Youth and Sports which was constituted by the Decision No. 6154 dated 04 December 2008 and amended by Decision No. 720 dated 17 February 2010. The Committee consists of representatives from the Ministry of Economy and Finance, Ministry of Planning, Ministry of Women's Affairs, and Technical Departments of MoEYS with a total membership of 23 persons. The Project Management Staff (PMS) operates within the Directorate General of Education. Three Technical Units (TUs) oversee the development implementation as follows:
• TU1- Education System Management and Development led by the Director General of Administration and Finance (former Director of the Personnel Department) • TU2- Teacher Professional Development led by the Director of the Teacher Training Department; and • TU3- Strengthening Secondary Education led by the Director of the General Secondary Education Department.
The staff membership of the PMS and the three technical units was reviewed at the end of 2010 to ensure effective implementation. The review resulted in some changes, bringing the total number of EEQP staff members to 42. A Project Gender Working Group has been established to oversee implementation of the Project Gender Action Plan. This Working Group is chaired by HE Director General of Education and Project Manager of EEQP.
