Ways to implement, opportunities

1.

To rationalize structure of the ECD in aimaks

Improvements in implementation of the sector policies

Government Administration agreed with Public Servants Council has to resolve 2 vacancies in charge of education and culture with wage funds  work

2.

Tripartite PA between Aimak, soum Governors, ECD directors, school and kindergarten directors

Improved capacity in RBM

To decide through increased ECD’s participation and accountability in product delivery and development of PA, in PA implementation and monitoring 

3.

Review and change financing principle of secondary schools based on per student variable cost

Differences between big and small schools will be eradicated allowing for even and smooth development

Implementation of the Public management and financing law and financing based on outcome

4.

Product types and criterias in PA of sector general managers have to be made clear

Result management will be systemized allowing for assessment

Proposals from lowest level unit will be received and consolidated

5.

Immediate IT network connection between Ministry and aimak ECD’s

Information management will be improved

Computerization of aimak ECD’s, and inclusion of network costs in 2004 budget

6.

To create reserve fund at aimak ECD

Possible emergency can be resolved on straight away with no waste of time at all

Coordination within total aimak budgets and additions to ECD budget 

7.

Building teams to develop and assess PA in aimaks

Improved RBM

Headed by aimak Governor a PA team should comprise of education, health, treasury and state administration organization and will ensure Monitoring and assessement and also advisory management

8.

To establish criterias to assess teacher performance

Improved quality of the teacher assessment

To provide salary and bonuses to teacher based upon performance results

9.

To improve cooperation between Education and Finance Ministry and create Educational Financing management Committee  

Cooperation and understanding between ministries will be increased

Collaborative work in budget development, shared monitoring, the committee is  managed in turn by two sides

10.

PA should reflect aimak specifics in setting realistic and flexible targets by General budget portfolio manager or aimak Governor

Realistic assessment of sector performance and more contribution to the development

Each aimak should set realistic and achievable education standards and assess based upon improvments made over the previous year results
