1   Background

H.E. Pok Than has shown considerable initiative in the establishment of an MoEYS website; however at present its development is constrained by lack of financial support and a procedure for maintaining it. Other government departments such as the Ministry of Commerce have recently established websites, using donor support for technical costs and equipment.

2    Objectives

The website would primarily function as a public relations and information provision tool to support the ministry in leading the education sector in Cambodia. The wider sectoral review role currently envisaged by the SEIP team would be greatly enhanced by a method of rapidly disseminating information and reports on the review to all the expected partners, both in country and abroad. An additional benefit would be the reinforcement of the principle that the review process is government led rather than donor led and would leave the MoEYS senior management with an effective communications method for the future.

3    Implementation

The current website has been developed by H.E. Pok Than’s secretary, Chey Sith and he would be the natural candidate to receive technical training and maintain the site.  Initially a content review of likely material to disseminate (historic and current status reports and reviews, policy documents, EMIS data, maps and Aid MIS reports for example) and preliminary design should be undertaken. The PMMO office could initially undertake this task, with approval to be given by both Secretaries of State prior to development. The SEIP team would provide some technical / content advice and make available material necessary for inclusion to inform partners of progress in the review process. If successful after the initial phase, other donor support should be sought to cover future running and update costs.
