SEIP Studies Proposal

 As part of a sector review in education MoEYS is calling for proposals to conduct and report on two small surveys of secondary education in Cambodia. Interested parties may submit proposals for either or both surveys. In both cases the chosen schools will need to range across rural and urban locations, including Phnom Penh. Proposals should include costs for conducting a survey of five schools, and of ten schools, as separately costed bids. 

1    Administrative workloads in secondary schools

Design and conduct a small-scale survey of secondary school administrative workloads, reporting on:

  1. The range of administrative tasks performed by senior teaching staff, and all administrative staff

  2. The total and average work hours devoted to major tasks by these staff members

  3. Observed efficiencies and inefficiencies in the processes

  4. The usage of forms and documents produced, within the school and the destination of forms sent outside the school

The report should make recommendations on improving the efficiency of the system, desirable norms for the employment of non-teaching administrative staff with regard to school size and location, to the level of the school [3 or 6 year program], and to the type of positions needed to carry out administrative work. 

2    Tracer studies for graduating G9 and G12 students

Design and report on a small-scale study of the destinations of G9 and G12 secondary school students. This should cover the last graduating cohort and information should be collected from within the school using teachers as the main informants, verifying by at least two informants if at all possible. The study should report for all students in the last cohort of G9 and G12 students [ie those who commenced last academic year in G9 or G12] on:

  1. The current work or study status

  2. The current location

  3. The current residence [with parents, other family etc]

Basic data for each student should include age, gender, results in G9 or G12 examinations, residence and occupation of father/mother 

The report should present analyses in terms of completion or not of school year, gender, location and current occupation. 

 Methodology

The survey should include appropriate use of questionnaires and interviews as required. The survey scope should be a minimum of five secondary schools, including one in Phnom Penh, one in another urban area, and three others including at least two rural locations.

Management

The survey will be managed by a qualified research institution or researcher, under the direction of the Department of Secondary Education, MoEYS. The budget should include a detailed breakdown of all anticipated expenditure. Proposals and budgets are requested by September 23. Completion date will be November 5, 1999, preceded by a draft report at the end of October. 

The management point of contact will be the Director of Secondary Education, MoEYS at 169 Norodom Bvd. Proposals must be handed in at this office by close of business on September 23rd 1999.
